Narrated by Ali may Allah be pleased with him Sahaba may Allah be pleased with them asked: O Messenger of Allah Peace be upon him , is Hajj every year?
He Peace be upon him  remained silent. They again asked: Is it every year?
He Peace be upon him said No.  If I had said yes, it would have become obligatory. Then the following (Quranic verse) was revealed “O ye who believe! Ask not questions about things which, if made plain to you, may cause you trouble - Al Quran 5:101”
Sunan Ibn Majah, Vol 4 , # 2884 (Hasan)

The Messenger of Allah Peace be upon him  said Rather it is just Once. And whoever can perform Hajj voluntarily, let him do so.
